China boasts a full range of transformer products and a complete industrial chain. Estimates by industry associations show that the output value of China's transformer industry exceeded 300 billion yuan in 2025, with its output accounting for over 50% of the global total. A number of influential competitive enterprises have emerged in the sector.
Luo Junjie, Vice President of the China Machinery Industry Federation, made the above remarks at a press conference held by the Ministry of Industry and Information Technology on March 20.
According to Luo Junjie, transformers constitute core equipment for power systems. The total on-grid capacity of transformers in China stands at approximately 16 billion kVA, with annual power energy loss reaching around 250 billion kWh, accounting for roughly 40% of the country's total power loss in power generation, transmission and distribution. In recent years, China has driven the transformation of the industry from "scale expansion" to "quality and efficiency improvement", delivering continuous progress in energy efficiency. The energy efficiency of mainstream transformer products including silicon steel transformers and amorphous alloy transformers has increased markedly. The promotion and application of high-efficiency energy-saving transformers have accelerated. China's total transformer output reached about 3 billion kVA in 2025, and the proportion of energy-saving transformers in operation on the grid rose by 10 percentage points compared with 2020.
The Implementation Plan for High-quality Development of Energy-saving Equipment (2026–2028), recently issued by the Ministry of Industry and Information Technology and three other government departments, sets targets that by 2028, energy-saving transformers will make up over 75% of newly-installed transformers, and 15% of all in-service transformers.
Luo Junjie noted that relevant authorities will focus on technological innovation in the next phase. They will tackle key materials required for Class 1 ultra-high efficiency transformers, such as high-conductivity materials and high-performance insulating materials. Digital and intelligent integration will be further advanced to enable intelligent operation of transformers. Targeting new demands including renewable energy power generation, large-scale hydrogen production and new energy storage, tailored integrated system solutions covering transformers and substations will be developed for specific application scenarios.
In addition, greater promotion efforts will be rolled out. Power grid enterprises and new energy companies will be encouraged to conduct energy-saving and carbon reduction diagnostics for in-service transformers. Support will be provided for the adoption of high-efficiency silicon steel wound core transformers, large-capacity high-efficiency amorphous alloy wound core transformers, large-capacity solid-state transformers, voltage source converter (VSC) HVDC transformers and other products.
